The rec.arts.anime.creative archive should have basically all Eva fanfic posted to raac. Moderation troubles may result in delays between the posting of a fic on the newsgroup and its appearance in the archive.

The Nikholas F. Toledo Zu seems to be the home of an oddball collection of fanfic writers. One of their number did the Eva spamfic 42, and since they seem a rather prolific bunch, perhaps we'll see more from em.

Evangelion Fanfic Review Syndicate is a great bunch, even if they've only tackled a small fraction of the fic out there.
The Anime Web Turnpike is, of course, not specifically devoted to Eva fic, but it's a typical place for new fic pages to advertise themselves, so keep an eye peeled.
